Penn Relay Officials Clinic and Certification

Officials Clinic at Penn Relays

The annual Officials Clinic at the Penn Relays is an excellent way to get started in the world of track and field officiating.  The clinic will include group as well as one-on-one instruction from certified USATF Officials, with the opportunity to shad0w veteran officials working live events at the e Relays.

To enroll in the clinic, you must be a member of USATF and apply for certification as an Apprentice-level official by April 7. On Tuesday, April 25th h, the day will begin with clinical instruction and the group will eventually proceed to participate and observe outside events contested at the Relays.  The next day, April 26th, we will continue with clinical instruction and outside activities, and end the day with the group completing the Apprentice level test too achieve officials certification. You will receive a rule book at the clinic or by mail as part of your USATF  Certification complements of MAUSATF.

STEP-BY-STEP INSTRUCTIONS

  1. Become a USATF Member: Visit USATF.org under Products / Services select Individual Membership, or use the following link: http://www.usatf.org/Products—Services/Individual-Memberships.aspx Officials must have their membership before completing the New Officials Penn Relays Application. The application has a line for you to insert your membership number. Without that number we cannot process your certification. Don’t forget to have your paperwork completed and emailed  / mailed to the address blow.
  2. Complete USATF Background Screening: Background screening can only be completed through USATF/NCSI use the following link: http://www.usatf.org/Resourccees-for—/-groups-officials-/Certification/Background-Screenen.aspx The cost for screening is $16.00. If you line in the state of Pennsylvania you will need additional information and additional cost which varies based on what you’ve previously acquired. To start your screening you will need your USATF Membership number and the password used to access your USATF membership. Your social security number and a valid credit card, ( no Amex) will also be needed.
    • a.    Pennsylvania Child Abuse History clearance report from the PA Department of Human Services with no Report of information or incidences (i.e. clear report)
      b.    Pennsylvania State Police criminal history report with no criminal history records (i.e. clear report)
    •  c. Fingerprint based FBI Criminal History background check report with no criminal history
    • d. All of the above must be completed before certification can be completed
  3. Submit form and payment: Mail the completed application form and a check or money order for the $100 application fee to the address below. Remember, the deadline for application is April 7th
  4. AT THE CLINIC
    Attire: Wear khaki pants or skirts (for women, no shorts) with brown belt, white button-down collared shirt with red or blue necktie (women can wear a scarf tie or a man’s necktie of red or blue), white sneakers with white socks, and a blue blazer. Please dress for the weather; the majority of the clinic is held outside.
    Where to Report:  Details on location and time to meet will be sent to applicants prior to event.
    Rules Review: We will administer the Apprentice Level test in your field of interest – track and field, long-distance running, or race walking — during the clinic. NOTE:  Per USATF regulation, new officials to USATF will be certified at the Apprentice level regardless of previous experience.
    Photos:  During the clinic, we will take a photograph of each new official for your certification card.
    Notes:  The clinic covers a lot of information, so you are strongly encouraged to have a notebook on hand for note taking.   
    Also, visit the USATF website to learn about an array of membership benefits, including secondary insurance.

You will receive hands-on instruction from USATF-certified officials who are experts in all disciplines of f track and field. You can leave the clinic as a certified Apprentice official.

2015 NACACTFCA Congress

As an organizational member of NACACTFCA, USATF coaches receive a discounted registration fee of $175 for the 2015 NACACTFCA Congress. Level 1 Recertification

USATF Coaching Education has implemented a re-certification component to the Level 1 curriculum. Re-certification for Level 1 coaches will be required on a 4-year cycle. To open the new re-certification, a “grandfather clause” will be offered from January 1, 2013, through December 31, 2020.

A coach who received a Level 1 certification prior to January 1, 2013, and has not obtained an USATF Level 2 certification must meet the new re-certification guidelines. A coach who fails to re-certify through the 2020 Olympic quadrennium as of December 31, 2016, will be removed from the USATF coach certification database.

SafeSport

USATF has joined the United States Olympic Committee (USOC) to implement the SafeSport program. The goal of SafeSport is to provide a safe environment in our sport at all levels, but particularly for athletes who are ages 18 and under. The SafeSport program includes athlete protection policies, guidelines, codes of conduct, a background screening program, education and training, and a reporting process for any SafeSport concerns within our sport.

As a member of the Coaches Registry, you are required to complete the USOC SafeSport Training Course, as well as your annual background screen (or bi-annual if you are not a USATF Youth Coach). SafeSport becomes a requirement of the Coaches Registry on January 1, 2016.
